East Dunbartonshire Town Centre Management Limited is a company limited by guarantee and formed in 1998 to provide Town Centre Management facilities in East Dunbartonshire, A Town Centre Manager was appointed in December 1998 to manage the four East Dunbartonshire town centres of Bearsden, Bishopbriggs, Kirkintilloch and Milngavie. The remit of the Town Centre Manager is to maintain and improve the quality and viability of the town centres for all users, by acting as a co-ordinator and catalyst and to encourage co-operation between key stakeholders.
Town Centre Management exists as a result of the enormous changes that have taken place in traditional town centres over the last 30 years, when about 75°/o of shops were family run businesses and people came to town by bus or on foot. Now town centres have to compete with out of town retail parks and Factory Outlet Centres and edge of town hypermarkets, often with an integral Post Office, pharmacy, dry cleaner and optician and large, free car parks. The town centre also has to compete with shopping on the Internet and the rapidly changing lifestyle demands of ordinary people.
The aim of Town Centre Management is to co-ordinate and focus the effort and resources of all town centre stakeholders to strengthen the economic and social role of the town centre. Town Centre Management facilitates in the development of genuine and effective partnerships between key public and private sector parties to benefit the town centre.
The Town Centre Manager works closely with the Planning and Roads service of East Dunbartonshire Council. Community Councils, local Trader's Associations, key players in the private sector and Strathclyde Police. To ensure that local people have an input into the future of the four town centers, Town Centre Steering groups have been formed, where local issues can be discussed and changes implemented.
